Organisations Urge Commission President von der Leyen to Safeguard Independent EU Research and Innovation Programme FP10

Brussels, 10 April 2025- In a unified call for action, 41 organisations from across civil society, academia, and industry- including ALICE- have addressed an open letter to European Commission President Ursula von der Leyen. The letter urges the Commission to preserve a strong, independent, and well-funded EU Research and Innovation Framework Programme 10 (FP10). 

The signatories express serious concern over political proposals that would see FP10 dissolved into a broader European Competitiveness Fund. They caution that such a move would compromise FP10’s legal foundation under Article 182 of the Treaty on the Functioning of the European Union, weaken its strategic mission, and undermine its capacity to respond to Europe’s most urgent societal, environmental, and technological challenges. 

“Science must serve as a unifying force, not a source of division. It is a cornerstone of Europe’s prosperity, resilience, and the long-term sustainability of its economic and social model. It is also a means to strengthen global collaboration, enhance social cohesion, and ensure human security,” the letter states. 

The letter highlights the widespread backing that an independent FP10 already enjoys- including recent positions taken by both the European Parliament and the Council of the EU. Signatories reaffirm that research and innovation must remain at the heart of Europe’s political vision, driving strategic autonomy, climate action, global health, food and energy sustainability, and the green and digital transitions. 

“At a time of global upheaval, science and innovation are essential tools for resilience, prosperity, and democratic strength,” the signatories add. 

FP10 must be anchored in the fundamental values of the European Union: human dignity, freedom, democracy, equality, the rule of law, and human rights. The undersigned organisations call on the Commission to resist efforts that could fragment or weaken this essential programme and to protect its long-term impact and integrity. 

The group stands ready to engage in constructive dialogue to ensure FP10 continues to foster scientific excellence, societal engagement, and sustainable innovation across Europe.
